La obra estudia por primera vez las relaciones de los emperadores romanos con los ríos del Imperio en el ámbito de la religión. En una primera parte, se destacan los esfuerzos de la administración romana para imponer su dominio sobre las aguas. En la segunda parte, se atiende a las diversas formas de cruzar el río por parte del emperador y su ejército y por último, en una tercera parte, se examinan dos casos particulares: las relaciones del poder imperial con el Tíber y el Nilo.
