Reginaldo Ustariz Arze nació en Cochabamba-Bolivia el 15 de junio de 1940. Ingresó en la Facultad de Medicina de la Universidad Mayor de San Simón de Cochabamba, donde se graduó como médico en año 1966. Entre 1962 y 1967 trabajó como periodista en Prensa Libre de la ciudad de Cochabamba.
